原标题:美近百学者前政要联名呼吁中美合作抗疫,但有人删了自己名字

“中国的工厂可以制造防护设备和抗击病毒所需的药物。它的医务人员可以分享他们临床治疗的宝贵经验。它的科学家可以与我们的科学家一起开发抗击病毒所急需的疫苗。”

当地时间3日,90多名美国知名学者和前政府高官联合发出公开信,呼吁美中共同应对新冠肺炎疫情带来的全球性危机,称“没有美国与中国在某种程度上的合作,任何抗击新冠病毒疫情的努力都不会取得成功”。

就在这封公开信发出的前一天,中国百名学者在国际知名期刊《外交学人》刊发致美国社会各界的公开信,从人类命运共同体的角度,呼吁全球团结合作。

美方的公开信由美国前国家安全顾问斯蒂芬·哈德利,奥巴马政府时期负责东亚事务的助理国务卿坎贝尔,美国智库亚洲协会美中关系中心主任夏伟和前美国副助理国务卿谢淑丽共同发起。

签名人包括来自美国两党的前政府高官——美国前国务卿奥尔布莱特、前国防部长哈格尔、前驻华大使洛德、前国家安全顾问苏珊·赖斯等,以及美国著名学者约瑟夫·奈,澳大利亚前总理陆克文等。

美国《华尔街日报》报道说,特朗普政府的前国家情报总监丹·科茨曾在公开信签名,但后来又要求删掉自己的名字。

据美媒报道,公开信说,中国可以为抗疫做出多方面贡献。“中国的工厂可以制造防护设备和抗击病毒所需的药物。它的医务人员可以分享他们临床治疗的宝贵经验。它的科学家可以与我们的科学家一起开发抗击病毒所急需的疫苗。”

公开信承认美中之间在利益和价值观上存在严重分歧,但认为美国无需在其利益或价值观上做出让步,就可以在应对这一大流行病方面进行合作。公开信援引冷战时期的先例——当时美国和苏联共同努力为世界接种天花疫苗。坎贝尔在信中说,即便两国间存在不信任,两国政府也应该求同存异。

公开信提出一系列适用两国合作的领域,包括通过二十国集团建立清晰透明的机制来共享相关科学数据;对比最佳医疗实践;联手提高医疗用品的生产和分配;协调疫苗和治疗研究、测试、生产和分配的资金和临床试验等。

但在呼吁美中合作的同时,这封公开信也对中国进行了批评。这些与事实相悖的说辞,正显示出中美合作抗疫的障碍所在。

《华尔街日报》报道称,公开信批评中国“最初抗拒与美国合作”,在初期掩盖疫情,且持续缺乏透明度。

有美国媒体注意到,在中国学者呼吁美中合作的公开信中,传达的最重要信息之一是新冠肺炎疫情被“政治化、污名化”,并强调“各国应该团结、合作,而不是相互埋怨、推诿、指责”。
